Accounting Technician IV Job at City of Homer Alaska – in Homer, AK
Responsible for all Water & Sewer Billing functions. Responsible for reconciling accounts receivable subsidiaries to the General Ledger and preparing accounts receivable audit schedules. Responsible for billing and collection of city-wide accounts receivables. Coordinates and initiates collections, small claim filings, and bad debt judgments.
JOB FUNCTIONS AND MAJOR ACTIVITIES
Supervises Utility Billing; set-up, maintenance, billing and collection of water & sewer utilities, and other city-wide accounts receivables
Assists in preparing the assessment districts in coordination with the General Ledger Accountant.
Responsible for preparing monthly, quarterly and annual reports and period closing for utilities; responsible for utility account aging and management of bad debts and allowances for uncollectible accounts including determination and recommendations for writing off accounts and coordinates with City’s commercial collection agency on uncollected debt.
Responsible for documenting and providing training for computerized cash register receipts system, accounts receivable and reception activities.
Assists with Caselle and Marina accounts receivable, and Badger Meter reading software. Coordinates with IT personnel regarding programming problems within the systems in coordination with Accounting Supervisor.
Backs up General Ledger Accountant in case of absence. Cross-trained for General Ledger Accountant in key transactions including wire transfers and direct deposits.
Assists the Controller and General Ledger Accountant with accounting duties as needed.
Assists with budget preparation as needed, primarily with the water/sewer rate model and review.
Assists front desk with providing assistance to visitors by answering questions and directing to proper offices or locations; preparing utility connects and disconnects; providing customer service; responding to questions regarding billing and directing to proper personnel if necessary.
Prepares yearly accounts receivable audit schedules and reports for external auditors.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Associates degree in Accounting required, or equivalent work experience applicable to position. Five years’ experience and working knowledge in receivables billing and collections. Ability to create and design word processing and spreadsheet documents along with written and verbal skills in composing letters. Working knowledge of fund accounting and governmental accounting. Extensive knowledge of generally accepted accounting principles is required. The individual must be confident and comfortable working with computer systems (Excel, Word, PowerPoint, etc.), have good oral and written communication skills and strong interpersonal skills.
DECISION MAKING RESPONSIBILITIES/AUTHORITY
This position directly reports to General Ledger Accountant. With moderate level of supervision, the position is required to make independent judgment occasionally in handling public inquiries/problems. The position is responsible to develop procedures at the department level. This position is held responsible for maintaining privacy and confidentiality for customer accounts and other accounts receivable records. The activities of this position are a major source of potential liability to the City. Moderate budget expenditure authority at department level.
High frequency of contact with the public regarding customer accounts, collection activities and small claims court actions; moderate frequency of contact with key City personnel and key Service personnel; low frequency of attending public meetings and with Government officials.
Office environment; while performing the duties of this job, employee will frequently use hands to operate office equipment and be required to communicate, sit, stand, walk, stoop, kneel, crouch, and reach (with hands and arms), and lift (up to 25 pounds).
